NSFST Constitution
1. NAME
The name of the Fellowship is to be the National Scout Fellowship Security Team,
as approved by the Scout Association and herein referred to as the NSFST. It is
formed as a National Scout Fellowship in accordance with the current Policy,
Organisation and Rules (POR) of the Scout Association.
2. MEMBERSHIP
Membership is open to any person subject to the conditions of POR Rule 10 and
the following additional conditions: -
a) New members pay a joining fee.
b) All members must complete Form CRB - Criminal Records Bureau Form
c) Prospective members may not be in direct contact with any section of Scouts
or Guides or be responsible for any Scouting activity until vetting is
completed.
d) Those wishing to join, who have had no previous experience of Scouting or
Guiding, are encouraged to make a concerted effort to research the Scouting &
Guiding movements and gain an understanding of the rules laid down by POR
regarding working with young people.
e) All members must provide some degree of Active Support to Scouting.
3. ADMINISTRATION & ORGANISATION
a) Within the NSFST there will exist three Management posts, these being: -
i) Chairman
ii) Treasurer
iii) Secretary
b) All Management posts should be nominated and seconded by a member of NSFST each year at the A.G.M. Any member of the NSFST can propose a vote of no
confidence after a period of six months. If carried new elections will be held.
c) The purpose of the Management Committee is to manage the day-to-day affairs of
the NSFST and to make recommendations to the NSFST at business meetings where
majority decisions are required.
d) Where a decision of the NSFST is required a vote will be held at the formal
business meetings. A majority is then deemed to be the majority of the members
attending that meeting.
e) Matters requiring majority decisions are:
i) Change to the Constitution
ii) Election of posts as in 3b
iii) Commitment of the NSFST to activities as below
iv) Any other matters as deemed necessary
4. FINANCES
a) The Treasurer is responsible to the NSFST for the collection of subscriptions
and the preparation of the annual accounts in March of each year or the
preparation of a statement of account when requested. The annual accounts must
be inspected or audited in accordance with the requirements of POR and the
Charities Commission and a copy forwarded to the Scout Association.
b) The cost of the annual Scout Association Membership fees payable for those
members who do not pay through other sources should be met by the NSFST general
funds.
c) Subscriptions are paid annually before 31 March. The amount of annual
subscriptions and the joining fee are to be decided annually.
d) A bank account as defined in POR must be maintained by the NSFST.
e) A period of 60 days is allowed for the payment of subscriptions after the due
date. After 30 days have elapsed voting rights are suspended and after 60 days
it will be assumed that the member has left NSFST unless notified otherwise.
f) The NSFST should offer suitable remuneration to any Scout Group whose
premises or facilities they use.
5. ACTIVITIES
a) The primary purpose of the NSFST is to provide Active Support to scouting
nationally in accordance with the remit reviewed and agreed annually with the
Scout Association.
b) Activities can be organised by any member of the NSFST who will then hold
full responsibility for all organisational procedures connected with that
activity.
c) All activities should be organised and conducted in accordance with the
current copy of POR.
d) The NSFST should provide a facility for helping other Scout sections, the
Scout District and the general community whenever requested and subject to the
availability to meet such requests.
